Is it possible if I did the remapping through Terminal.app it would not have created a DefaultKeyBinding.dict file, but if I did it through a external mapping application, it would have created a DefaultKeyBinding.dict. MacOS has a system-wide mechanism to let you define or modify the shortcut keys for text editing operations.
It lets you create keys to:
Insert math symbols, emoji, or any template text.
Move cursor by word, page up/down.
Copy, cut, paste, undo, redo.
select word, line, paragraph, select all.
upcase word, lowercase word.
new, open, save, etc.
and more.
Key Config File
Create a file at
~/Library/KeyBindings/DefaultKeyBinding.dict
Create the “KeyBindings” folder if you don't already have it.

Note: if you use Unicode Characters directly in the file such as♥, you must save the file using UTF-8 encoding.
Launch or restart TextEdit or other app to start to use your changes.
The syntax in general is this:
keycode is a string that represents key press.
actionCode represents what to do.

Problems
Something this cannot do. For example:
It cannot remap keys.
It can't set a key such as F8 to type other keys such as ⌘command+c.
It can't set a key to launch a app or script.

My Defaultkeybinding.dict For Mac Pro
Hello canmore32, First of all, Welcome to the  Discussion Forums!
A few months back my wife spilled tea on the arrow keys.
It may be simple as cleaning the affected arrow keycaps. If you have not attempted to remove the affected keycaps, to clean/replace, a good How To can be found at: How to Replace a Key on My Powerbook G4 It sounds as if they are just gummed up due to the tea spill. Keep in mind you will need a gentle touch so as not to break the keycaps but you should be alright if you read the How To carefully and follow the instructions. There are many How To's that can be found online by searching for 'repair keycaps (or insert 'clean' instead) PowerBook G4' or similar using a search engine such as Google etc. If your arrow functions still do not work you may need to replace keyboard in your PowerBook. You, of course, will need to re-enable the arrow functions that you disabled originally, after your have followed the How To. Good luck, littleshoulders 🙂
